Shall the City of Carlinville, Illinois be authorized to impose up to a 1% Non-Home Rule Municipal Retailers’ Occupation Tax, Non-Home Rule Municipal Service Occupation Tax and Non-Home Rules Municipal Use Tax, (commonly referred to as “municipal sales tax”) for expenditure on public infrastructure and for property tax relief in accordance with provisions of Section 8-11-1.3, 8-11-1.4 and 8-11-1.5 of the Illinois Municipal Code (65 ILCS 5/8-11-1.3, 65 ILCS 5/8-11-1.4, and
